Go to Segments->All

Click on "Create New List: button.

Name your Segment "Mobile Club" and add the Condition 'Mobile Opt In is Yes' and then click save. 

Note : if you have multiple locations you can create location-based segments by adding an extra condition "Customer from Location X".
